i. Preamble
  1. Where as we believe that women and men should enjoy equal access to opportunity and benefit from society;
  2. Whereas all development and the reduction to poverty cannot take place without the equal involvement of women and men;
  3. Whereas women make more than 52% of the total population and 82% of the economically active population;
  4. Whereas there are wide discrimination to women in Cambodia in accessing education, and opportunity to participate in decision making in public office;
  5. Whereas the Cambodian cultural roots believe in giving the leadership role and respect to women in family and society;
  6. Whereas the Cambodian Development Goals, the Cambodian Strategic Plan, and the Government's Rectangular Strategy call for the improvement of women participation as the means to development effectiveness and sustainability;
  7. Whereas we believe in maintaining our political neutrality, we will not be favoring any one political party over another;
  8. Whereas we believe that to redress the situation, we need a coordinated effort from active members of society to participate.

Be resolved to organize the Committee to Promote Women in Political Participation (CPWP) in 2005, with founding member organizations, namely SILAKA, GAD/C, COMFREL, NECFEC, Women for Prosperity (WFP), Cambodian Women for Peace and Development (CWPD), and Cambodia Development Research Institute (CDRI).
